We are currently seeking a Procurement Lead to join our team in Boston, Massachusetts (US-MA), United States (US).

The Procurement Lead will work with the Client to develop requests for proposals for replacement systems and enhancements. They will participate in other procurement activities including development of proposal evaluation plans, supporting vendor pre-proposal meetings, answering vendor’s questions and training state staff to perform evaluations.  


Job Responsibilities Include:
•    Support the PM to develop Procurement deliverables 
•    Ensure Procurement(s) are aligned with the Standards from CMS as well as Certification checklists 
•    Use the applicable standards to complete project tasks  
•    Support coordination and delivery of all identified deliverables in accordance with timeframes  
•    Participate in project tasks as necessary  
•    Liaison with other PM and Leads, to assure alignment  
•    Establish process and formats for collection of documentation to include in the MMIS Procurement(s) document 
•    Support the Procurement evaluation process  
•    Educate State staff related to standards for procurements 
•    Assure lines of communication between procurement and contract staff are in place and engaged  
•    Lead and attend project meetings as required  
•    Support Status Report development and Plan updates 

Basic Qualifications 
•    Bachelor’s degree 
•    Minimum 3 years of direct experience drafting and finalizing state or federal HHS or healthcare payer procurement documents/materials including: Request for Proposals (RFPs), Requests for Information (RFI), Invitations for Bid (IFB), Master Services Agreements (MSAs), Task Orders (TOs), etc.
•    Minimum 3 years business analysis skills and experience
•    Minimum 3 years of MITA 3.0 framework and state self-assessment requirements and standards experience
•    Minimum 3 years of experience facilitating work groups and requirement gathering sessions resulting in input for procurement documents including RFPs/ITBs/RFIs

Preferred Skills
•    Excellent verbal and written communication skills 
•    Strong analytical and critical thinking skills 
•    Knowledge of newer information systems technologies (i.e., workflow; rules engine, CRM, SOA) preferred
