NTT DATA Services currently seeks a Senior Business Analyst to join our team in Columbia, South Carolina (US-SC), United States (US).



The Senior Business Analyst will be an integral part of  South Carolina Multi-Vendor Integrator (SC MVI) Team.  The Senior BA will work to ensure that the clients business needs are met by providing specialized knowledge and expertise of healthcare programs and projects to review and validate requirements deliverables and lead business process analysis and reengineering. The position will support a Project Management Office (PMO) supporting the analysis and transition of components of the State’s Medicaid program from a legacy system to a modular enterprise. The Senior Business Analyst provides oversight of requirements during the design, development, and implementation of a medical Administrative Services Organization (ASO). He/she will aid in ensuring that the ASO vendor supports the policies and reporting, that adequately support the client's needs.  The candidate will work directly with contracted vendors, business users and the South Carolina Department of Health and Human Services (SCDHHS) client to provide recommendations to the project team on project issues, risks and observations. 


Additional duties include:

• Provide oversight and support for all phases of the ASO project
• Verify and assess vendor compliance with project level requirements.
• Review and assess project documents and plans for quality, completeness, compliance, and effectiveness
• Review major deliverables and work products from vendors
• Identify and report project issues and risks
• Participate in the verification of evidence and artifacts as required in the CMS Medicaid Enterprise Certification Toolkit (MECT)
• Attend project and status meetings
• Interface with client, vendors, and business users
• Research and provide recommendations to the client on critical business decisions
• Collaborate with other team members to provide subject matter expertise and assistance as applicable
• Ensure that all project identified processes and methodologies are executed and followed as applicable
• Perform periodic assessment activities with focus on requirements traceability and testing
• Assess and validate testing methods employed by vendors and the client’s project teams
• Assess the coverage and integrity of testing

Employee is expected to undertake any additional duties as they are assigned by their Manager


Required Qualifications

• Bachelor’s degree and 5+ years of total work experience; or 9+ years of total work experience without a bachelor’s degree
• Minimum 4 years work experience on a MMIS, Eligibility, or other Health and Human Services project(s)
• Proven System Development Life Cycle (SDLC) and Project Management knowledge
• Experience providing evaluation services and project auditing, Human Services or Healthcare IT industry preferred


Preferred Qualifications

• Experience with Claims, Reference, Provider, or Managed Care policy or processing analysis
• Experience in business analysis and working with technical teams
• Knowledge of CMS Medicaid Enterprise Certification Toolkit (MECT) beneficial
• Knowledge of Medicaid Information Technical Architecture (MITA) and MITA State Self-Assessment components and processes
• Project quality assurance & assessment experience
• Specific experience in evaluating quality assurance /quality control testing and User Acceptance Testing efforts
• Experience with automated test tools
• Ability to apply industry best practices and future state/federal mandates to existing systems
• Excels at using quantitative data to drive recommendations and decisions
