We are currently seeking a APD Consultant to join our team in Dover, Delaware (US-DE), United States (US).
The Managing Consultant will work collaboratively with the client, team members, and vendors to manage Medicaid and other HHS-related projects.
Job Responsibilities Include:
- Client relationship and expectation management including working daily with key client leadership
- Ability to develop, maintain, and manage to a project schedule; including ensuring the tasks are appropriately assigned and deadlines are being met
- Ability to develop, maintain, review, and manage project plans, risk logs, issue logs, and other deliverables essential to effective project management and/or required by the client
- Develop client deliverables in accordance with project requirements and company documentation standards
- Provide recommendations to the client on critical business and project decisions
- Ensure that all project identified processes and methodologies are executed and followed as applicable
- Create and sustain a culture that encourages high performance of individuals and teams
- Perform periodic assessment activities
- Assist with workforce management (hiring, scheduling, staff orientation)
- Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate
- Participate in project and other stakeholder meetings as needed
- Develop and submit reports as needed to the client and federal government (as required)
- Review and assess project schedules and project management plans for quality, completeness, compliance, and effectiveness
- Ensure an effective project management process (including, but not limited to risk management, schedule and cost management, change management and issue resolution)
- Manage, coordinate, and write APDs and manage APD teams, including:
- Manage and coordinate Planning, Implementation, Operational, As Needed and Annual APDs
- Mentor team members on APD activities including development, maintenance, tracking and financial tracking/reporting
- Mentor client project teams in understanding APD requirements specifically related to As Needed APDs
- Participate in and/or facilitate engagement with CMS Regional Representative to deepen or further develop a collaborative working relationship
- Manage, coordinate, and write RFPs, RFIs, and other procurement documents for state government
- Manage, coordinate, and measure business process improvement activities for Medicaid agencies
Basic Qualifications:
- Bachelor’s degree or 4 additional years of APD development experience
- Minimum of 5 years APD development and maintenance experience for MMIS or equivalent federal agency
- 25-50% onsite required once COVID travel restrictions are lifted
Preferred Skills:
- Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD Submission Requirements
- 5 or more years’ experience working collaboratively with CMS Regional Representative or equivalent federal agency
- 5 or more years’ experience training, guiding, mentoring project team members
- Understanding of MMIS APD development and maintenance processes
- Understanding of State procurement processes
- Project Management Professional (PMP) Certification
