We are currently seeking a Medicaid Managed Care Business Analyst / Subject Matter Expert to join our team in Kapolei, Hawaii (US-HI), United States (US).

Overview of job:
The Medicaid Managed Care Business Analyst / Subject Matter Expert (BA/SME) will work independently and in conjunction with a Project Manager to plan and complete activities associated with the assigned project(s). She/he will perform analysis on managed care data, process flows, and impacts to program goals; validate proposed solutions and identify alternatives; and mitigate risks to the program. She/he will communicate results of analysis and work across vendors and project teams to communicate these concepts and ensure stakeholders are informed as per the communications management and stakeholder engagement plans. 

Job Responsibilities Include:
•    Actively participate in the planning, scheduling and delivery of tasks/activities and associated deliverables
•    Assist the state to define and implement required capabilities for the Medicaid Enterprise
•    Function as a liaison between business and technical stakeholders
•    Use creative thinking beyond the boundary of existing industry practices and staff mindset
•    Identify and execute business process improvements that will automate current manual processes that will meet all regulatory requirements 
•    Formulate and document requirements and outcomes based on client needs
•    Interface with state staff and vendors; ensure state staff and vendors share a common understanding of requirements and desired outcomes
•    Research and provide recommendations to the client on technical problems/decisions
•    Develop and present formal presentations to business leaders, vendors and team members, making applicable recommendations
•    Ensure that project identified processes and methodologies are executed/followed

Basic Qualifications:
•    Minimum 6 years of experience supporting the implementation and/or oversight of a Medicaid Managed Care program for one or more State Medicaid Agencies 
•    Minimum 3 years of experience with elicitation and verification of requirements
•    Minimum 3 years of experience with system development methodology
•    Minimum 1 year of project management experience
•    Undergraduate degree or 4 years additional relevant experience

Preferred Skills:
•    Demonstrated awareness and understanding of the healthcare industry, managed care best practices, and emerging trends
•    Experience working as an employee of one or more Managed Care Organizations (MCOs)
•    Ability to translate between non-technical business users and technical IT resources
•    PMI PBA or IIBA CBAP certification
