NTT DATA Services currently seeks a Application Portfolio/Program Manager - Border-related Web, Communications, and Research Systems to join our team in Newington, Virginia (US-VA), United States (US).

 

 

SKILLS, KNOWLEDGE AND ABILITIES:

  • Prior successful experience leading teams in an IT environment, preferably with Federal government clients.
  • Prior successful experience managing Agile/DevOps.
  • Must be US Citizen and possess or can obtain public trust clearance.
  • Must have minimum 10 years’ experience managing application development, operations and maintenance teams of 50 people or greater.
  • Must have 3 years’ experience in Agile development methodology and DevOps.
  • Must have experience managing Platform-as-a-Service (PaaS) preferably SalesForce.Must have experience managing Infrastructure-as-a-Service (IaaS) solutions, preferably AWS
  • Experience managing multiple concurrent software/application development projects, operations & maintenance activities, and staff.
  • Experience leading development, implementation and configuration of custom and commercial off the shelf application software.
  • Experience developing and maintaining system architectures.
  • Experience managing matrixed / virtual teams to deliver services.
  • Strong customer service orientation; ability to collaborate and influence.
  • Problem solving skills and ability to work under pressure.
  • Ability to simultaneously work on multiple tasks in a fast-paced environment.
  • Strong verbal and written communications. Comfortable delivering and presenting to client senior executives and stakeholders.

 

RESPONSIBILITIES AND DUTIES:

  • Manage the design, development, and maintenance of agency software applications using Agile and DevOps methods.
  • Manage and maintain a platform-as-a-service (PaaS) (e.g. SalesForce), including ability to quickly implement new capabilities to address needs as they are identified from the field.
  • Manage and maintain an infrastructure-as-a-service (IaaS) environment (e.g. AWS) hosting multiple systems
  • Maintain system architecture to reflect emerging requirements and improvements in environment.
  • Maintain inventory of agency applications and other assets according to established process.
  • Monitor day to day operations of application development, operations and maintenance teams and provide direction to resolve issues and mitigate risks.
  • Develop work schedules and carefully monitor progress to ensure all application work is completed within the defined work schedule.
  • Review deliverables and evaluate for accuracy and potential improvements.
  • Train, coach and mentor Application staff including career development. 
  • Provide written and oral reporting of portfolio performance to government leadership and others to meet scheduled and ad-hoc requirements.

 

Basic Qualifications:

  • US Citizen with ability to obtain public trust clearance. 
  • 5+ years managing IT teams, preferably developing systems in a large multi-tier distributed architecture.
  • 10+ years experience managing teams, preferably with 20, 50 or more team members.
  • Experience/certification in Agile development methodology and DevOps experience, preferably 3+ years. 
  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field. 

 

Preferred Qualifications:

  • Experience implementing/managing Platform-as-a-Service (PaaS), preferably SalesForce.  
  • Experience with software engineering and development projects utilizing {java, ruby, .NET, SAP.
  • Cloud certification (e.g., AWS Certified Solutions Architect, Cloud Certified Professional or related).
  • Experience migrating applications to cloud environments and leading development teams operating in cloud environments. 
  • Experience with mobile applications and data analytics.
  • Experience with Border-related Web, Communications, and Research systems, activities, policies, and processes.
