We are currently seeking a Project Manager /Business Analyst - with TS clearance to join our team in Quantico, Virginia (US-VA), United States (US).

NTT DATA is looking for senior Project/Requirement Manager (P/RM) to support its federal law enforcement client’s DNA database efforts.  The P/RM must meet the following requirements and have the work experience described below:

Job Duties:

  • Provide services and advice in collecting and providing expert analysis on software requirements and collecting input/feedback from client stakeholders, end-users, and administrators.
  • Provides services and advice in the prioritization and writing of the software requirements used in government funding requests and software development release/version planning.
  • Provides services and advice to the government in its daily oversight of other Development Contractors who are supporting Contractor’s transformation of requirements into user stories within the Agile management framework, without providing unauthorized direction.  Informs the Program Manager (PM) of a negative or positive incident/performance of Contractors, if identified.
  • Provides services and advice in developing and providing user-story feedback, and approval recommendations, based on version release planning.
  • Observing and providing advice to the PM in the determination of user-story acceptance test criteria (ATC).
  • Provides services and advice by providing verification to the PM that user stories are correctly implemented during release/version development.
  • Provides services and advice/recommendations to the PM in the prioritization of the release/version and product backlogs.
  • Provides services and advice, technical consultation, analysis, and recommendations regarding Tier III Contractor(s) support, when required.
  • Provides services and technical advice for the separate Development and Accreditation Configuration Control Boards (CCBs) agenda items.
  • Provides services and technical advice for Government Acceptance Testing (GAT), when requested, by the PM.  The PM is responsible for the Verification and Validation (V&V) Team, in defining traceability, test coverage of user stories, and test cases.
  • Provides services, technical advice, and recommendations pertaining to Agile and “Agile-like” management practices and procedures.
  • Common responsibilities/functions/activities in addition to regular duties/performance:
    • Provides services and advice to Government in the review, feedback, and approval recommendations for assigned deliverables.
    • Provides services and advice in the identification, evaluation, monitoring, and resolution of program risks and issues.
    • Provides services and advice to the Government in preparing future program procurements, to include gap analyses. 
    • Provides services and advice including the attendance of local meetings and conferences, when required.
    • Provides services, advice, and will travel to attend meetings and conferences, when directed by the COR (local, national, and international).
    • Prepares and provides technical presentations on assigned topics within defined timeframes and deadlines.
    • Participates in the Continuity of Operations Plan (COOP) exercises in appointed role(s) and locations.

 

Basic Qualifications: 

  • Minimum 7 years of experience to include:
    • Managing teams of employees and subcontractors in support of government client contract(s).
    • Business analysis experience from requirements gathering to requirements management.
    • Using Agile development methodologies and strategies
  • Minimum 3 years of experience to include:
    • Managing/supporting requirements gathering/collection for software development.
    • Having project management and/or project support/Program Management Office (PMO) experience; understanding of project management principles.
    • Applying knowledge of Software/Systems Development Lifecycle and Lifecycle Management (LCM).
  • Minimum 2 years of experience transforming requirements into user stories within an Agile management framework. 
  • Active Top Secret Security Clearance
  • Program Management Professional (PMP) Certification

 

Preferred Qualifications: 

  • Scrum Master Certification
  • Experience with DNA and biometrics for human identification 
  • Demonstrated experience applying Certified Scrum Professional (CSP) skills 
  • Demonstrated experience with database development and operation. 
  • Demonstrated experience working with Microsoft suite tools such as Word, Excel, PowerPoint; Azure DevOps; MS Project; and SharePoint 
  • Knowledge of Software/Systems Development Lifecycle and Lifecycle Management (LCM) 
  • Demonstrated experience working with Microsoft Test Manager, Specification Flow (SpecFlow), or other software testing applications and tools. 
  • Demonstrated experience with software development coding such as C#, XML, C++, .NET, SQL, or others  
  • Experience with Database development and operation.
