We are currently seeking a IV&V Lead - Senior MMIS Consultant to join our team in Washington DC, District of Columbia (US-DC), United States (US).

Overview of job:
The IV&V Lead-Senior MMIS Consultant will work as part of a team providing IV&V services for Medicaid Management Information System (MMIS) modernization projects. She/he will actively participate in the delivery of IV&V tasks/activities and associated deliverables. The IV&V Lead will report directly to the IV&V Project Manager and serve as the IV&V Deputy Project Manager and back-up for the IV&V Project Manager. The IV&V Lead assists in the development and management of the DC MMIS IV&V Team, including facilitation of team meetings, including team building and training. The IV&V Lead assists the Project Manager with development of IV&V deliverables and work products, including weekly updates of the IV&V Integrated Project Schedule. 

The IV&V Lead will perform business and technical analyses of the vendor’s MMIS solution to ensure that the solution meets client expectation. The IV&V Lead will assist the IV&V Team to review and conduct formal assessments of vendor deliverables and test results. The IV&V Lead will collaborate with other members of the team to generate project milestones and/or reports which are mandated by the Center for Medicare and Medicaid Services (CMS). 
Job Responsibilities include:
•    Serve as back-up for the IV&V Project Manager
•    Provide IV&V services for Medicaid Management Information System (MMIS) modernization project
•    Assist the IV&V Project Manager to develop and manage the DC MMIS IV&V Team, including facilitation of team meetings, including team building and training
•    Assist the IV&V Project Manager in the development of IV&V deliverables and work products.
•    Lead the DC MMIS IV&V Team to conduct business and technical assessments of DDI Contractor deliverables such as Project Management Plan and Schedule, Requirements Validation documents, Detailed System Design documents, Data Conversion Plans, Testing Plans and associated results, User Documentation, Training Plans, Implementation Strategies, Implementation and Rollout Plans, and Business Continuity & Disaster Recovery Plans
•    Assess and make recommendations on the management and technical aspects of modular implementation projects
•    Evaluate feasibility of project schedule
•    Perform testing assessments
•    Validate test results 
 

Basic Qualifications:

*    Required 50% onsite in DC

•    Bachelor’s Degree
•    Minimum 7 years of Medicaid experience 
•    Minimum 7 years of MMIS experience 
•    Minimum 5 years of MMIS Project Management experience 
•    Minimum 4 years of MITA experience 
•    Minimum 3 years of IV&V experience on multiple government healthcare projects 

Preferred Skills

•    Project Management Professional (PMP) certification preferred
•    Knowledge of CMS and current initiatives related to IV&V and certification
•    Expertise with the lifecycle of system development and IV&V activities
•    Experience with CMS Certification
•    Understanding of Agile development is a plus
•    Detailed knowledge of Medicaid, MMIS, and MITA concepts
•    Effective verbal and written communication skills, including the ability to write meaningful IV&V reports
•    Ability to analyze and resolve difficult logic and processing issues
•    Ability to communicate difficult concepts to technical and non-technical staff
•    Ability to work effectively and efficiently under strict timelines
•    Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
•    Strong working knowledge of Microsoft Office and Microsoft Project
