NTT DATA Services currently seeks a Software Development Manager to join our team in Washington DC, District of Columbia (US-DC), United States (US).




Leads team responsible for management of portfolio of federal agency IT assets, including development and maintenance of software applications using SAFe method to direct a combination of agile and traditional projects.  Designs and implements solutions according to customer requirements.  Maintains existing inventory of customer developed applications.  Manages agency assets according to agency processes and Lifecyle.  Facilitates development and application of DEVOPS environment.  Supports security of all devices and continuity of operations.  Responsible for care of staff, including performance evaluation, mentoring, hiring, maintenance of morale, and team building.  Demonstrates sound written and oral communications skills, good judgement and decision making, and the ability to work effectively with management and customers.

To guide application development and maintenance activities designs, develops and oversees system solutions and architectures. Serves as focal point for the development and communication of the system architecture. Ensures conversion of mission requirements into total systems solutions that account for design and technology maturity constraints of the system. Develops systems and system element architecture, design, and interface definition. Supports internal and external design reviews. Maintains knowledge of current and developing technologies and design and analysis methodologies. Develops models and architectural guidelines for current and future system development.


Responsibilties and Duties:

  • 5-10 years managing the design, development, and maintenance of agency software applications using agile and traditional methods.
  • 5-10 years maintaining system architecture to reflect emerging requirements and improvements in environment.
  • 5-10 years’ experience maintaining inventory of agency assets and applications according to established process.
  • Monitor day to day operations of application development and maintenance teams and provide direction to resolve issues and mitigate risks.
  • Develop work schedules and carefully monitor progress to ensure all application work is completed within the defined work schedule.
  • Review deliverables and evaluate for accuracy and potential improvements.
  • Train, coach and mentor Application staff including career development.


  • Prior successful experience providing leadership of IT direction in a federal environment.
  • Prior successful experience managing application development and maintenance activities and staff.
  • Experience with both custom and commercial off the shelf application software. 
  • Experience developing and maintaining system architectures.
  • Experience managing matrixed / virtual teams to deliver services. 
  • Strong customer service orientation; ability to collaborate and influence.
  • Problem solving skills and ability to work under pressure.
  • Ability to simultaneously work on multiple tasks in a fast-paced environment.
  • Strong verbal and written communications.  Comfortable delivering and presenting to client senior executives and stakeholders.


  • Must be US Citizen and possess or can obtain public trust clearance.
  • Master’s Degree in Computer Science, Information Systems, or other related discipline (Bachelor’s degree only may be substituted with additional year of experience).
  • Must have minimum 15 years’ experience.
  • Must have at least one certification from the following:  CSDA, CSDP, MCSD, MCSA/MCSE, MTA, Oracle APEX, OCP.
