We are currently seeking a Project Manager to join our team in Arlington, Virginia (US-VA), United States (US).

As a Project Manager, you will be responsible for managing the contract Task Order/Call Order process on a large IDIQ/BPA type contract with a broad portfolio through all the associated phases from idea to implementation and close-out. At USAID this contract is referred to as a Buy-in mechanism. You will work closely with USAID to ensure that individual Buy-in results are achieved on time, in scope, and under budget.

You will oversee the timely submission of Buy-in deliverables and monitor the quality of said deliverables. Over the life of the Buy-in, you will ensure Buy-in timelines, milestones, resources, and costs remain within expectations. Additionally, you will monitor and validate that Buy-in related activities meet the USAID requirements, terms, and conditions, and client regulations, including those pertaining to cost, schedule, and quality.

You will work closely with the Director and USAID activity owners to define the Buy-in activity scope and the execution parameters for Buy-in activities including the development of plans, schedules, and budgets. You will collaborate with the Director, and the Risk Manager to identify and manage Buy-in related risks and work with the team to resolve performance issues.

Basic Qualifications:

• Bachelors degree
• Ten (10) years of combined experience supporting USAID, to include:
  • 2+ years of experience with project management and delivery for IDIQ or BPA contracts, to include managing subcontractor relationships and associated subcontractor awards
  • 2+ years of experience working on awards that support technology, cybersecurity, and/or digitalization is preferred.
  • 2+ years of experience building and leveraging relationships with counterparts at various levels of government and the private sector;
  • 2+ years of experience managing relationships with USAID and MBIO stakeholders
  • 2+ years of experience working with the Department of State, and with international Governments and international community partners
• 3-5 years of managerial/leadership experience including experience managing teams spread across multiple locations, in multiple time zones, and with diverse cultural backgrounds.

Preferred Qualifications:

• Proven ability to provide customer service and client relations
• Proven success working in complex environments, across different cultures, and managing teams to deliver positive results within schedule
• Ability to apply industry best practices for budget management, financial controls, and procurement standards
• Knowledge of applying USAID contracting guidelines, requirements, processes, and procedures to include managing sub-awards and sub-contractors
• Strong written and spoken English.
