We are currently seeking a Test Manager to join our team in Baltimore, Maryland (US-MD), United States (US).
The Test Manager will define and implement IT testing practices and procedures for the Maryland Medicaid Modular Transformation (MMT) program. The Test Manager will oversee the process for all testing and evaluation of MMT project initiatives and identify issues in software or services. He/she will analyze discrepancies in service or performance and make recommendations for product or service updates. The Manager will rely on extensive experience and judgment to plan and accomplish goals. The Manager will perform a variety of testing tasks while also leading and directing the work of others on both DDI vendor and State teams. The Test Manager will coordinate and oversee all testing efforts such as but not limited to Functional Testing, Regression Testing, Smoke Testing, and Load/Performance Testing. He/she will help with UAT testing and monitor defects, create defect reports, work with vendors and the state to resolve the defects/bugs. He/she will ensure software testing is done on-time and as planned and notify management about bottlenecks and other issues and risks. He/she will also manage testing artifacts.
Required Qualifications

Bachelor’s Degree
-
Minimum 5 years experience on Software Testing theories and practices
-
Minimum 5 years experience in Test Manager role on 1 or more Eligibility, Medicaid, or Human Services IT projects
-
Minimum 5 years experience in developing and using Test Automation, Test Strategy, Test Scripts and Test Plans
-
Minimum 5 years testing project experience on large IT projects

Preferred Qualifications

Knowledge the Medicaid program and MMIS support systems

Knowledge of Six Sigma, CMM, CMMi and other industry standards

Experience in Software Development Life Cycle (SDLC)

Experience with Agile, Waterfall and other Testing Methodologies

Experience with IIBM DB2
-
Experience with Sharepoint

Experience with managing multiple groups with multiple testers

Experience in Business Analysis role

Experience using test automation tools like Rational Functional Tester

Industry standard Testing Best Practices

Test Certifications
-
Testing phases, testing entrance and exit criteria

Testing data creation and maintenance

Set up testing environments
-
Defect/bug management and familiarity with defect management tools (Bugzilla, JIRA etc.)

Creating testing requirements from design documents, functional requirements etc.

Familiarity with SQL scripts and writing queries; development tools and development languages; traceability mix

Work well in a team environment

Excellent written and verbal communication, problem-solving and customer service skills
