Role Overview

The senior BA in the Health Plan Solutions team acts as a link between client business teams and NTT DATA’s technical staff. In a global Application Services model, the BA gathers requirements, documents solutions, and guides implementation for HPS platforms like Xcelys. The BA ensures enhancements fit health plan processes, compliance, and scalability.

As a Senior associate, this BA leads major modules and projects, works independently with stakeholders, balances detailed analysis with strategic thinking, produces documentation (URDs, SRS, UI/UX specs), and helps junior analysts improve BA practices.

 

Key Responsibilities

  • Requirements Elicitation & Analysis: Work closely with business stakeholders, subject-matter experts (SMEs), and product owners to gather and clarify business needs. Translate unclear or high-level inputs into clear, structured requirements. Produce high-quality User Requirement Documents (URDs) and detailed Software Requirement Specifications (SRS) for new features and enhancements. Perform end-to-end analysis of health plan processes (e.g. enrollment, claims, billing) to identify impacts, gaps, and interdependencies early on.
  • Functional Specification & Design Support: Convert business requirements into functional specifications and user stories that guide the development team. Design or review wireframes, screen mock-ups, and UI behavior descriptions to ensure the user interface aligns with business workflows. Collaborate with front-end/UI engineers on user experience considerations and with architects on solution approach, ensuring that functional designs are feasible and aligned with HPS platform constraints.
  • Cross-Functional Collaboration: Serve as a point of contact between business and technical teams for your projects. Conduct requirement walkthroughs with developers and QA to ensure understanding. Liaise with DBA, infrastructure, and reporting teams when requirements touch data or analytics (for example, clarifying a Power BI report requirement). Work in Agile/Scrum or hybrid delivery models, participating in backlog grooming, sprint planning, and retrospectives. Facilitate communication and timely clarification to prevent gaps – effectively bridging any divides between business intent and technical implementation.
  • Testing & Implementation Support: Support the QA and UAT teams by reviewing test cases and being available to clarify expected behavior. Participate in defect triage – analyze whether an issue is requirements-gap or a build defect and adjust specifications if needed. During deployment and rollout, help verify that the implementation meets the business needs as documented. Assist end-users or client teams in understanding new system capabilities (e.g. creating release notes or conducting informal demos).
  • Documentation & Compliance: Maintain up-to-date functional documentation (requirements traceability matrices, process flow diagrams, user guides) throughout the project lifecycle. Ensure all requirements and solutions comply with relevant healthcare regulations and data security policies (e.g. HIPAA) and incorporate any audit or compliance checklist items into the requirements when appropriate.
  • Post-Go-Live Support & Continuous Improvement: For released features, remain engaged during initial production use to gather feedback and address any requirement-related issues. Help in analyzing any production problems to determine if they stem from missed requirements or edge cases and drive necessary follow-ups. Proactively identify process improvements in how the BA team operates – for example, suggesting templates, improving the user story refinement process, or introducing tools for better requirements management.

 

Minimum Qualifications (Required)

  • Education: Bachelor’s degree in computer science, Information Systems, Engineering, or related field. (An equivalent combination of education and experience is acceptable. Advanced degrees or certifications are a plus.)
  • Experience: Approximately 9 years of IT experience including around 6+ years as a Business Analyst (or in a directly related analytical role). Demonstrated experience in eliciting and documenting software requirements for enterprise applications is required. Prior exposure to healthcare or insurance projects is beneficial (not mandatory).
  • Requirements & Analysis Skills: 6 years of exceptional ability to create clear documentation – experience authoring Business Requirements Documents, Functional Specs, URD/SRS independently. Strong analytical and problem-solving skills to break down complex business processes into actionable requirements. Familiarity with using process flow tools or diagramming (Visio, Figma etc) to represent workflows.
  • Software Development Lifecycle Knowledge: 9 years of solid understanding of the SDLC and Agile methodologies (Scrum or Kanban). Ability to work with user stories, acceptance criteria, backlogs, and sprints in tools like JIRA or Azure DevOps. Experience in an Application Services or consulting delivery model is preferred (working with global teams, handling enhancements/maintenance projects, etc.).
  • Communication & Leadership: Excellent written and verbal communication skills. Able to conduct effective requirements workshops, ask insightful questions to uncover hidden needs, and present complex ideas in a clear manner. Comfortable interfacing with client business teams as well as technical teams. Self-driven and proactive, able to lead requirement efforts with minimal supervision. Strong stakeholder management skills to handle changing priorities or ambiguous scopes.
  • Quality & Detail Orientation: Attentive to detail in capturing requirements; able to spot inconsistencies or gaps. Ensure that deliverables meet quality standards and that requirements are testable and aligned to business goals. A track record of being thorough and organized in a role requiring coordination of multiple moving parts.

Nice-to-Have Skills and Experience

  • Domain Knowledge – Health Plan/Healthcare: Familiarity with health insurance or payer operations and terminology is a strong plus
  • Technical & Tools Exposure: This role isn't technical, but knowing the Oracle/SQL basics, PowerBuilder, .NET apps, and tools like JIRA, and SharePoint help.
  • Basic knowledge or understanding Running SQL queries.
  • UI/UX and Front-End Awareness: Able to discuss user interface and experience, design UI layouts or wireframes, and collaborate efficiently with UI developers. Familiarity with web front-end tools (HTML/CSS, JavaScript) and prototyping platforms (Balsamiq, Figma) is helpful for ensuring intuitive user-facing features.
  • Adaptability: Ability to take on varied roles, such as supporting testing, training, or project management. An innovative mindset adds value through process improvements like automation or upgraded templates.
  • Relevant certifications (CBAP, PMI-PBA, ITIL, Agile).
  • Leadership & Mentoring: The role requires mentoring junior BAs or helps onboard new team members support team growth. Leading by example, giving feedback on documents or user stories, and coordinating cross-functional workshops or training are valuable skills.
