We are currently seeking a Business Analyst - Product Owner to join our team in Bethesda (REMOTE), Maryland (US-MD), United States (US).

Job Summary:

The Product Owner/Business Analyst serves as a critical interface between stakeholders, client, and the technical delivery teams, ensuring that all system enhancements and modernization efforts align with the mission to provide a secure, scalable, and comprehensive radiation exposure management capability. This role is responsible for eliciting, analyzing, and prioritizing business and technical requirements across modernization phases, with a focus on cloud-based, IoT-enabled, and role-based access control (RBAC) solutions. The Product Owner/Business Analyst leads the definition and continuous refinement of user stories, acceptance criteria, and workflow documentation for modules such as dosimetry inventory, personnel exposure tracking, organizational hierarchy management, and data conflict resolution. The position requires deep engagement with operational communities—including nuclear-powered assets, shipyards, medical commands, and expeditionary units—to ensure that client supports the full spectrum of user workflows, from daily dosimeter issuance and exposure reporting to complex data migration and compliance with cybersecurity and privacy mandates. The Product Owner/Business Analyst collaborates with cross-functional teams to drive the adoption of DevSecOps practices, facilitate agile sprint planning, and ensure that all deliverables meet the threshold and objective requirements set forth in the contract and SOW. This includes supporting the integration of AWS GovCloud, Greengrass IoT gateway management, and secure data exchange protocols, as well as maintaining rigorous documentation and traceability for all requirements, test cases, and system changes. The role is accountable for ensuring that client delivers auditable, user-centered solutions that enable the client to manage radiation exposure risk, maintain regulatory compliance, and achieve operational readiness across diverse and geographically distributed commands.

 

Job Duties:

 

  • Serve as the primary liaison between stakeholders, Client, and technical teams to capture and validate business and technical requirements.
  • Lead the development and continuous refinement of user stories, acceptance criteria, and workflow documentation for client modules, including inventory, exposure tracking, and RBAC.
  • Facilitate requirements workshops, interviews, and operational scenario walkthroughs with end users from nuclear, medical, and expeditionary communities.
  • Prioritize and manage the product backlog, ensuring alignment with contract requirements, SOW deliverables, and client mission objectives.
  • Support the implementation of DevSecOps and agile methodologies, including sprint planning, backlog grooming, and user acceptance testing.
  • Oversee the documentation and traceability of requirements, test cases, and system changes to ensure auditability and compliance.
  • Collaborate with technical leads to ensure integration of AWS GovCloud, IoT gateway management, and secure data exchange protocols.
  • Ensure client modules support role-based authorization, organizational hierarchy management, and data conflict resolution as specified in the SOW.
  • Coordinate with cybersecurity and compliance teams to ensure all solutions meet DoD IL4, FedRAMP, and privacy requirements.
  • Prepare and deliver regular status reports, risk assessments, and recommendations to project leadership and stakeholders.

 

Basic Qualifications:

 

  • Bachelor’s Degree in a business or technical field.
  • Minimum 7 years of experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Minimum 1 year of experience in U.S. Navy programs or operations.
  • US Citizen with the ability to obtain a Secret Clearance

 

Preferred Qualifications:

 

  • Demonstrated experience as a Product Owner or Business Analyst on large-scale, cloud-based or IoT-enabled federal systems.
  • Experience supporting DoD or Navy health, safety, or exposure management programs.
  • Familiarity with AWS GovCloud, Greengrass, and secure data integration in regulated environments.
  • Knowledge of DoD cybersecurity, privacy, and RMF requirements for IL4/IL5 systems.
  • Experience facilitating requirements workshops and operational scenario walkthroughs with diverse user communities.
  • Proficiency in agile methodologies, DevSecOps, and requirements management tools.
  • Strong written and verbal communication skills, including the ability to prepare technical documentation and present findings to senior stakeholders.
  • Experience supporting the development and implementation of role-based access control and organizational hierarchy management in enterprise systems.

 

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $78,948 - $164,476. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
