We are currently seeking a APD Financial Analyst to join our team in Dover, Delaware (US-DE), United States (US).

 

 

The APD Financial Analyst will work collaboratively with the client, team members, and the Centers for Medicare and Medicaid (CMS) to create, track, and update Advanced Planning documents to improve Medicaid solutions and other HHS-related projects.  Focused knowledge with creating and updating APD financial requirements, APD budgets, cost allocation plans, CMS standards, industry best practices, and producing high quality and informative documentation is required. 

Job Responsibilities Include:
•    Client relationship including working daily with key client leadership 
•    Ability to maintain, review, and manage project plans, risk logs, issue logs, and other deliverables essential to effective project management and/or required by the client
•    Coordinate financial activities and analyses with the client financial team
•    Develop/update APD budgets
•    Develop Cost/Benefit Analyses and Cost Allocation Plans
•    Research and prepare feasibility studies and alternatives analyses
•    Develop client deliverables in accordance with project requirements and company documentation standards 
•    Provide recommendations to the client on critical business and project decisions 
•    Perform periodic assessment activities
•    Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client, as appropriate 
•    Participate in project and other stakeholder meetings, as needed 
•    Develop and submit reports as needed to the client and federal government (as required)  
•    Review and assess project schedules and project management plans for quality, completeness, compliance, and effectiveness 
•    Coordinate, and write Advanced Planning Documents (APDs), including:
o    Coordinate Planning, Implementation, Operational, As Needed and Annual APDs 
o    Assist team members with APD activities including development, maintenance, tracking and financial tracking/reporting
o    Mentor client project teams in understanding APD requirements specifically related to As Needed APDs
o    Participate in and/or facilitate engagement with the Centers for Medicare and Medicaid (CMS) Regional Representative to develop a collaborative working relationship
•    Coordinate, and write Requests for Proposals (RFP)s, Request for Information (RFI)s, and other procurement documents for state government
•    Coordinate and measure business process improvement activities 

Basic Qualifications:
•    Bachelor’s degree and 5+ years of work experience or 9+ years of work experience without a bachelor’s degree  
•    Minimum of one year of understanding with CMS Advanced Planning Document process  
•    Minimum 3 years Medicaid affiliation with experience working with CMS Funding and compliance, Advanced Planning documents through completion and large-scale budget spreadsheet forecasts. 
•    Minimum 2 years of state and/or federal budget and financial process experience  

 

Preferred Skills:
•    Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD Submission Requirements
•    Three or more years’ experience working collaboratively with CMS Regional Representative or equivalent federal agency
•    Understanding of MMIS APD development and maintenance processes
•    Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success 
•    Experience conducting meetings, interviews and making presentations
•    Understanding and experience with MMIS business processes

•    Strong verbal and written communication skill
•    Ability to work independently and manage work of yourself and others to a defined schedule
