We are currently seeking a APD Sr. Analyst to join our team in Dover, Delaware (US-DE), United States (US).


The APD Consultant works collaboratively with the client, team members, and the Centers for Medicare and Medicaid (CMS) to create, track, and update Advanced Planning documents to improve Medicaid solutions and other HHS-related projects.  Focused knowledge with creating and updating APD documents, following CMS standards, industry best practices, and translation of information, producing high quality and informative documentation is required. 

Job Responsibilities Include:
•    Client relationship including working daily with key client leadership 
•    Ability to maintain, review, and manage project plans, risk logs, issue logs, and other deliverables essential to effective project management and/or required by the client
•    Track APD due dates, status, and any needed updates and manage tracking registers
•    Develop APD updates for specific APDs as assigned by the APD Project Manager
•    Develop client deliverables in accordance with project requirements and company documentation standards 
•    Provide recommendations to the client on critical business and project decisions 
•    Ensure that all project identified processes and methodologies are executed and followed as applicable
•    Perform periodic assessment activities
•    Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate 
•    Participate in project and other stakeholder meetings, as needed 
•    Develop and submit reports as needed to the client and federal government (as required)  
•    Review and assess project schedules and project management plans for quality, completeness, compliance, and effectiveness 
•    Ensure an effective project management process (including, but not limited to risk management, schedule and cost management, change management and issue resolution) 
•    Coordinate and write Advanced Planning Documents (APDs), including:
o    Manage and coordinate Planning, Implementation, Operational, As Needed and Annual APDs 
o    Assist team members on APD activities including development, maintenance, tracking and financial tracking/reporting
o    Mentor client project teams in understanding APD requirements specifically related to As Needed APDs
o    Participate in and/or facilitate engagement with the Centers for Medicare and Medicaid (CMS) Regional Representative to develop a collaborative working relationship
•    Coordinate, and write Requests for Proposals (RFP)s, Request for Information (RFI)s, and other procurement documents for state government
•    Manage, coordinate, and measure business process improvement activities for Medicaid agencies

Basic Qualifications:
•    Bachelor’s degree and 5+ years work experience or equivalent work experience
•    Minimum 5-years Medicaid affiliation with experience working with CMS and APD development and maintenance or equivalent federal agency
•    Minimum 5 years Project Management experience 

Preferred Skills:
•    Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD Submission Requirements
•    Three or more years’ experience working collaboratively with CMS Regional Representative or equivalent federal agency
•    Understanding of MMIS APD development and maintenance processes
•    Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success 
•    Experience conducting meetings, interviews and making presentations
•    Understanding of State procurement processes
•    Understanding and experience with MMIS business processes
•    Project Management Professional (PMP) Certification from the Project Management Institute (PMI)
•    Strong verbal and written communication skill
•    Ability to work independently and manage work of yourself and others to a defined schedule
