The APD Consultant will work collaboratively with the client and team members to track, monitor, create, and update the Medicaid and HHS-related APDs as needed. He/she will actively participate in the development and delivery of Advanced Planning Documents (APDs) and associated deliverables. 

 Job Responsibilities Include:
•    Manage, coordinate, and write APDs and manage APD teams, including:
o    Manage and coordinate Planning, Implementation, Operational, As Needed and Annual APDs
o    Mentor team members on APD activities including development, maintenance, tracking and financial tracking/reporting
o    Mentor client project teams in understanding APD requirements specifically related to As Needed APDs
o    Participate in and/or facilitate engagement with Centers for Medicare and Medicaid Services (CMS) Regional Representative to deepen or further develop a collaborative working relationship
•    Client relationship and expectation management including working daily with key client leadership
•    Develop client deliverables in accordance with project requirements and company documentation standards
•    Provide recommendations to the client on critical business and project decisions
•    Ensure that all project identified processes and methodologies are executed and followed as applicable
•    Create and sustain a culture that encourages high performance of individuals and teams
•    Perform periodic assessments of the existing APDs and document any update activities
•    Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate
•    Participate in project and other stakeholder meetings, as needed
•    Develop and submit reports as needed to the client and federal government (as required)
 Basic Qualifications:
•    Bachelor’s degree or equivalent work experience
•    Minimum 3 years APD development, federal grant, or federal funding requests, management, or status reporting experience with a state or federal agency
•    25-50% onsite required once COVID travel restrictions are lifted
Preferred Skills:
•    Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD Submission Requirements
•    Three or more years’ experience working collaboratively with CMS Regional Representative or equivalent federal agency
•    Three or more years’ experience with training, guiding, mentoring project team members
•    Understanding of Medicaid Management Information System (MMIS) APD development and maintenance processes
•    Understanding of State procurement processes
•    Ability to write meaningful reports and plans
•    Ability to communicate succinctly and accurately in written and verbal English 
•    Project Management Professional (PMP) Certification
