Business Systems Analysis Associate Director – Healthcare Payer

Position Overview

We are seeking an experienced Business Systems Analysis Director to lead the BSA function supporting a large healthcare payer account. This is a senior, customer-facing delivery leadership role responsible for strengthening business analysis practices, improving requirements quality and backlog readiness, and enabling product-aligned delivery across complex healthcare portfolios.

The ideal candidate brings deep healthcare payer/health plan experience, strong business analysis and product enablement expertise, and a proven ability to lead large onshore and offshore teams. You will work closely with customer product owners, business and IT leaders, PMO teams, delivery organizations, and account leadership to improve delivery outcomes, reduce rework, and ensure requirements translate effectively into business value.

This is a hands-on leadership role for someone who can quickly understand complex healthcare business processes, coach and develop BSA teams, influence senior stakeholders, and establish scalable standards for requirements, traceability, backlog readiness, and product enablement.

What You’ll Do

Lead the BSA Organization

  • Lead BSA teams across multiple healthcare payer portfolios, including onshore and offshore resources.
  • Provide leadership, coaching, mentoring, and direction to a team of 30+ professionals.
  • Establish consistent standards for requirements elicitation, documentation, user stories, acceptance criteria, process flows, traceability, and stakeholder sign-off.
  • Align BSA resources with customer priorities, product roadmaps, delivery commitments, and account objectives.
  • Develop BSAs into proactive business and product partners rather than traditional documentation-focused analysts.

Bring Healthcare Payer Expertise

  • Apply deep knowledge of healthcare payer and health plan operations to delivery and requirements strategy.
  • Support business capabilities including claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, and operations.
  • Help teams understand healthcare terminology, business processes, data flows, system dependencies, regulatory requirements, and operational impacts.
  • Partner with business and technology stakeholders to ensure solutions reflect real-world payer requirements and business outcomes.

Improve Business Analysis & Product Enablement

  • Evolve the BSA function toward product enablement, backlog ownership, business value, and outcome-driven delivery.
  • Improve backlog readiness through clear scope, actionable requirements, acceptance criteria, dependency identification, and MVP definition.
  • Establish effective requirements traceability from business objectives through design, development, testing, implementation, and support.
  • Partner with Product Owners and business stakeholders to translate complex needs into clear, actionable, and testable requirements.
  • Identify gaps, conflicts, ambiguities, dependencies, and downstream impacts early in the delivery lifecycle.

Drive Requirements Quality & Delivery Readiness

  • Establish quality standards for business and functional requirements, user stories, acceptance criteria, process flows, data mapping, and operational impacts.
  • Support backlog refinement, sprint planning, UAT, implementation readiness, and production support transition.
  • Partner with QA, development, architecture, operations, and PMO teams to reduce rework and defects caused by unclear or incomplete requirements.
  • Improve stakeholder review, approval, traceability, and handoff processes.

Transform and Modernize the BSA Function

  • Identify opportunities to simplify processes, eliminate unnecessary documentation and reviews, and improve delivery efficiency.
  • Introduce reusable templates, playbooks, knowledge repositories, and scalable BSA practices.
  • Leverage modern tools and AI-enabled capabilities to improve requirements management, documentation, backlog readiness, knowledge sharing, and productivity.
  • Establish meaningful BSA performance metrics such as requirements quality, backlog readiness, rework, defect leakage, cycle time, stakeholder satisfaction, and implementation readiness.

Build Customer & Executive Relationships

  • Serve as a trusted advisor to customer Product Owners, business leaders, IT executives, portfolio leaders, and account leadership.
  • Represent the BSA organization in governance forums, portfolio reviews, product planning, requirements reviews, backlog discussions, and escalations.
  • Anticipate business and delivery risks and proactively address requirements and readiness gaps.
  • Communicate complex requirements issues, business impacts, and delivery risks clearly to both technical and executive audiences.

Required Qualifications

  • 12+ years of progressive experience in IT delivery, business systems analysis, product enablement, requirements management, or technology delivery leadership.
  • 10+ years of direct healthcare payer/health plan experience is required.
  • Demonstrated experience across healthcare payer capabilities such as claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, or healthcare operations.
  • Experience with healthcare platforms and technologies such as OHI, HRP, claims platforms, provider data, EDI, FHIR, interoperability, or healthcare data platforms.
  • 5+ years leading large teams of 30+ professionals, including distributed onshore/offshore teams.
  • Proven success leading BSA organizations and improving requirements quality, traceability, backlog readiness, and delivery outcomes.
  • Experience operating in a managed services, managed capacity, or large-scale delivery environment.
  • Strong understanding of Agile, hybrid, and waterfall methodologies, including persistent team and product-aligned delivery models.
  • Strong knowledge of business analysis practices including requirements elicitation, user stories, acceptance criteria, process modeling, backlog refinement, traceability, UAT, and implementation readiness.
  • Exceptional customer-facing communication, relationship management, and influencing skills.
  • Ability to work effectively with business, product, technology, delivery, and executive stakeholders.
  • Demonstrated ability to build high-performing teams, establish accountability, and create a collaborative delivery culture.

Preferred Qualifications

  • Experience working directly with a healthcare payer, health plan, managed care organization, or healthcare technology services provider.
  • Experience with Jira, Azure DevOps, Clarity, ServiceNow, Power BI, Microsoft Copilot, or similar tools.
  • CBAP, PMP, CSM, SAFe, Product Owner, or related certification.
  • Experience transforming BSA operating models or transitioning organizations toward product-aligned delivery.
  • Demonstrated success reducing requirements-related rework, improving traceability, or increasing backlog and delivery readiness.
  • Experience using AI and automation to improve requirements, documentation, knowledge management, or product delivery.

Pay Transparency

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $102,026 -$188,938. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
