We are currently seeking a Program Manager to join our team in Hanscom, AFB, Massachusetts (US-MA), United States (US).

Job Description: In the role of Program Manager you will lead the management, direction, administration, quality assurance and leadership of the program. You will define program level resource plans and effectively on-board resources to the program. You will perform cost modeling, program cost forecasting, and variance management with both NTT and client leadership.  As the Program Manager you will also serve as the single point of contact, and will be the authorized interface, to the government client’s Contracts Officer (CO), Contracts Officer Representative (COR) and the Technical Point of Contact (TPOC). As part of your duties you will be available to plan, direct, communicate, and control the overall management and operational functions during normal hours of operating and during periods of no-notice emergencies.

Job Duties:

• Manages a staff of professional-level team members or manages a team through lower-level supervisors.
• Works within general policies and management guidance, independently determining approach to managing daily operations.
• Provides guidance and technical advice, becoming actively involved as necessary.
• Leads a team that is typically responsible for managing a medium to large-sized portfolio in which the projects are primarily a blended mix of simple, standard, and complex projects with a higher percentage of complex projects.
• Manages and leads complex projects or programs concurrently.
• Ensures critical outcomes are met for each project, program and/or portfolio for which they are responsible, or their staff is responsible.
• Interacts with client’s executives to ensure their business needs are being met.
• Manages and leads complex projects or programs, possibly several concurrently.
• Drives complex cross-functional or segment projects.
• Performs complex BPI analysis.
• Develops and implements complex project plans, specifications and schedules.
• Translates business objectives into department goals/plans and implements.
• The aggregate project portfolio revenue may range from $500,000 - $4M or the aggregate project portfolio size may be up to 5,000 hours of effort per month.
• Project timelines within the portfolio may be aggressive to adequate, with a majority of projects’ duration averaging less than 12 months, with well to moderately defined project scope.
• The portfolio’s span of impact within an organization could be departmental to enterprise-wide, and may have deployment that encompasses one to two countries, may involve one to four stakeholder groups, and may span one to ten functional disciplines.

Basic Qualifications:

• Minimum ten years of experience in project/program management.
• Minimum five years of experience managing projects within an organization that conducts application development, governance and planning, or cybersecurity services.
• Minimum five years of experience supporting the USAF.
• Active Secret clearance or the ability to obtain Top Secret Clearance.
• Master’s degree.
  • Equivalency: 8 years of relevant work experience may be substituted for a Master’s Degree; Bachelor’s Degree plus 4 years of relevant work experience may be substituted for a Master’s Degree.

Preferred Qualifications:

• Experience in various program management frameworks, tailoring approaches, implementing essential activities, reviewing work products for correctness and compliance with industry ‘best practices’, and DoD and USAF standards.
• Experience in various Software Development Life Cycles such as Waterfall and Agile.
• Experience in managing integration across cross-functional technical teams.
• Experience in the Defense Acquisition environment.

• Experience with USAF Mission Planning Systems

• Ability to make program, business, and process changes; verifying performance improvements through metrics.
• Experience in achieving excellent quality assurance goals.
• Written and verbal communication skills presenting material to senior executive personnel.
• Ability to organize, direct, and manage operation support functions involving multiple complex and inter - related projects and / or tasks.
• Experience maintaining and managing client relationships at high senior levels.
• Possess a project management certification such as Project Management Professional, Agile Certified Practitioner or equivalent certification.
