We are currently seeking a HR Senior Director to join our team in Herndon, Virginia (US-VA), United States (US).
We are seeking an experienced Human Resources Director with a strong background in government contracting (GovCon) to lead and oversee all aspects of HR strategy, compliance, and operations. The HR Director will serve as a trusted advisor to executive leadership and ensure that HR practices align with the unique requirements of a federal contracting environment, including compliance with OFCCP, FAR, DFARS, and other federal employment law regulations.
Key Responsibilities:
- Provide strategic HR leadership in support of business objectives, initiatives and organizational growth.
- Provide executive coaching and advice on key areas such as leadership, strategy, and organization design.
- Oversee HR programs including performance management, compensation, employee relations, compliance ,training & development and HRIS .
- Lead and participate in enterprise-wide HR project work, partnering with peers across NTT DATA to create and share solutions to HR challenges.
- Ensure compliance with government contracting labor laws and requirements, including OFCCP, Service Contract Act (SCA), Davis-Bacon Act, and other applicable regulations.
- Implement HR policies and procedures that align with FAR/DFARS compliance, contract requirements, and company culture.
- Support employees, managers, and, department heads to drive business performance in a collaborative environment.
- Partner with leadership and program managers to support contract transitions, staffing strategies, and employee onboarding/offboarding for cleared and non-cleared personnel.
- Advises organization with legal counsel on compliance matters related to employment i.e. guidance on employee relations, investigations, disciplinary actions, and conflict resolution.
- Lead, mentor and develop the Federal HR team to deliver strategic and operational HR support within the business, fostering a high-performing, compliant, and service-oriented HR function.
- Partners with and support the company’s COE Compensation Total Rewards and benefits programs, ensuring competitiveness and compliance with government standards.
- Oversee HRIS systems, data integrity, and provide support for required government reporting (EEO-1, VETS-4212, AAP, etc.).
- Stay current on federal contracting labor laws, HR best practices, and industry trends to provide proactive guidance.
- May support and manage the due diligence and integration of acquisitions.
Basic Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, related field or equivalent combination of education and work experience.
- Minimum 10 years of progressive HR leadership experience.
- Minimum 5 years of experience in a government contracting (GovCon) environment to include working with executive levels of leadership.
Preferred Qualifications:
- Master’s degree and/or HR certification (PHR/SPHR, SHRM-CP/SHRM-SCP) preferred.
- Strong knowledge of OFCCP, EEO, FLSA, SCA, Davis-Bacon, and other federal compliance requirements.
- Demonstrated success leading HR strategy and operations in a mid-to-large federal contractor.
- Proven ability to support geographically dispersed employees and programs, including cleared personnel.
- Excellent communication, leadership, and interpersonal skills with the ability to partner effectively with executives and program managers.
- Strong analytical, problem-solving, and decision-making skills.
- Experience with HRIS and applicant tracking systems; knowledge of Deltek/Costpoint HR modules a plus.
