We are currently seeking a Senior OCM Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).
The successful candidate will work as part of a team providing Business Operations Support (BOS) for a state Medicaid Program. Working under the direction of the team manager, they will actively participate in the delivery of tasks/activities and associated deliverables. In collaboration with other NTT DATA consultants, the selected candidate will work directly with state business staff and vendors to support the analysis, planning, design, UAT, implementation and evaluation of key system changes, projects, and processes to help the client achieve organizational goals.
Location: Hybrid onsite in Little Rock, AR
Job Responsibilities Include:
• Assess, plan and conduct communication and organizational change management tasks
• Assesses training needs, plan, conduct training on processes and tools
• Interview and survey stakeholders to assess training and education needs
• Develop training curriculum, presentations and support documentation
• Conduct post training assessments, measure training outcomes, and apply continuous improvement
• Become an expert on project tools and processes and contribute to the continuous improvement of tools and processes as well as adoption
• Interface and build relationships with stakeholders that include state business users and solution vendors
• Review project artifacts/deliverables throughout the system development life cycle for quality, compliance, and completeness, document observations and findings using project team processes and standards
• Analyze technical, business and user needs, developing requirements documentation
• Identify and report issues and risks
• Research and provide recommendations to the client on business problems/decisions
• Collaborate with team members to provide subject matter expertise and assistance
• Ensure project identified processes and methodologies are executed and followed
• Develop and present formal presentations to business leaders, vendors, and team members, making applicable recommendations
Example OCM eesponsibilities include:
• Apply a OCM structured methodology and lead change management activities
• Identify stakeholders, communication methods, and change management needs for projects and efforts as assigned
• Support internal enterprise OCM and organizational development efforts
• Promote awareness of the change(s) and support organizational change management among stakeholders and initiatives to develop a collaborative understanding of the mutual impact
• Participate in training and coaching
• Work closely with all impacted stakeholder groups to support the implementation of the plans set forth
• Understand client's organization and change management challenges and opportunities
• Help to re-align the organization, its people and their actions with critical business imperatives and specific objectives
• Identify opportunities to provide or create additional client value
• Identify and manage anticipated resistance
• Identify, analyze prepare risk mitigation tactics
• Support development of procedures and policies for the new systems
• Participate in review of system vendor plans (e.g., Communication Plan, Training Plan) to ensure adequacy
• Work with appropriate stakeholders to identify staffing plans and training needs for new processes
• Track and report OCM issues
• Evaluate and ensure user readiness
• Identify and implement feedback mechanisms
• Define and measure success metrics and monitor change progress
• Identify OCM tasks and develop schedule as applicable to initiatives
Example Communication Activities Include:
• Identify planned methods of exchanging information (type and frequency), for both internal and external stakeholders
• Ensure clear communication channels and promote a collaborative approach within the project and between project team members and any system and/or service vendors
• Identify communications mechanisms—for example, website, newsletters and announcements
• Define guidelines for communication format and storage
• Promote consistency in disseminated information about the [project, program, or initiative]
• Promote bi-directional communication between internal and external stakeholders and the project
• Facilitate communication between team members, including between business analysts and technical team members
• Publish communication material throughout the life of the project
General Activities
- Coordinate efforts with other entities involved in communication, outreach, and/or training
- Attend program/project status meetings, report on OCM, communication, and training activities and status

Required Qualifications:
- Minimum 6 years of experience supporting or developing Health Care systems
- Minimum 3 years of experience supporting large, complex Medicaid system implementation projects and/or Medicaid business operations
- Minimum 3 years of experience supporting one or more state Medicaid Programs / MMIS, including providing training, communications development or organizational change management
- Minimum 1 year of experience with system development methodology and project management principles
- Minimum 2 years of experience related to the successful delivery of change management work in the disciplines of change management methodology, job role/design, stakeholder engagement, sponsorship alignment, communication planning, training/performance support, and/or organizational readiness.
Preferred Skills:
- Excellent verbal communication including presentation and meeting facilitation
- Technical or professional writing skills, excellent written communication
- Experience in consulting and Organizational Change Management (OCM)
- Prosci® or other change management certification
- Expert level skill in Microsoft programs, Jira, SharePoint, Teams, and/or Outlook
- Experience working with Medicaid Enterprise Systems (MES) vendors
- Ability to translate between non-technical business users and technical IT resources
- Strong customer service, client centered attitude
- Demonstrated ability to coach, motivate, and guide employees, while utilizing best practices around OCM and maximizing overall team performance.
- Competent to work at a technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this hyrbid role is $81,936.00- $122,904.00. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
