Discovery & Assessment Phase
• Lead Discovery & Assessment activities: review current KC environment findings, validate assumptions, identify technical risks and dependencies
• Define planning assumptions baseline with Project Manager: user population, device counts, data volumes, network constraints, manufacturing site blackouts
• Establish 10% variance threshold (DEP-02): confirm with KC that Discovery findings align within ±10% of SOW assumptions, or invoke Change Control Process
• Own technical component of D-01 (Discovery & Assessment Report): architecture assessment, dependency mapping, risk register, technical readiness summary
Design & Architecture Phase
• Lead target-state architecture design across all domains: Entra ID, Exchange Online coexistence, Intune/endpoint management, SharePoint/OneDrive, Teams, security baselines (CIS L1)
• Own D-02 (Target State Architecture Design): overall architect sign-off, component integration, rollback strategy, coexistence mail flow and domain lifecycle approach
• Design Day 1.5 cutover approach: bulk UPN + SMTP flip, domain tenancy handover sequence, failure modes, rollback procedures at batch level
• Approve all runbooks (D-03) before Design phase closure: identity, endpoint, device, application deployment, rollback procedures
• Establish migration throughput baseline (D-01 input) with Automation Engineer: define acceptable users/day per wave, buffer assumptions, monitoring thresholds
Pilot Migration Phase
• Oversee Pilot Migration execution: 1,000-user validation cohort
• Approve Pilot entry/exit criteria with all architects and specialists
• Sign-off on Pilot Migration Report (D-05): validate address rewrite POC, identity cutover, mail flow, device transition, Teams/SharePoint/OneDrive functionality
• Prepare Stage 2 Readiness Gate (MS-03) evidence pack with Migration Architects: architecture validation, runbook approval, Go/No-Go recommendation, risk mitigation status
• Make Go/No-Go decision for Stage 2 commencement (MS-03, 05 Nov 2026): sign design authority approval or escalate blockers to Delivery Principal
Migration Execution Phase
• Serve as design authority through all migration waves: approve wave sequencing, batch definitions, readiness gates
• Oversee Day 1.5 cutover execution (30-hour window): provide technical decision authority, escalation point for cutover blockers, post-cutover stabilisation oversight
• Escalation point for all Sev1 (critical) defects: diagnose root causes, approve remediation approaches, validate fixes before wave progression
• Wave-by-wave technical sign-off: review D-06 (Wave Completion Reports) for technical quality, success rates, defect resolution status, readiness for next wave
• Monitor migration performance against baseline: escalate throughput variances, network bottlenecks, or infrastructure constraints to Project Manager
• Lead wave readiness reviews with all specialists: ensure all components ready (identity, endpoint, collaboration, support infrastructure)
Hypercare & Closure Phase
• Provide technical leadership during hypercare stabilisation period (19 Nov 2026 – 03 Apr 2027)
• Escalation point for complex post-migration issues: Sev1 technical blockers that Service Desk cannot resolve
• Approve technical remediation approaches for systemic issues identified post-cutover
• Validate compliance and data integrity post-migration: retention architecture execution, sensitivity label alignment, eDiscovery case continuity (DEP-18)
• Oversee source tenant decommission planning: strategy for KC tenant closure, data retention, compliance holds
• Lead preparation of D-10 (Programme Closure Report): technical summary, lessons learned, architecture handoff documentation
• Knowledge transfer to KC operations: document target-state architecture, ongoing support model, escalation procedures for post-migration issues
Programme Technical Governance (All Phases)
• Attend all Steering Committee meetings: present technical status, escalate architecture risks, confirm readiness for phase transitions
