We are currently seeking a Development Program Manager to join our team in McLean, Virginia (US-VA), United States (US).

NTT DATA is seeking a Development Program Manager to support a key Federal client within our our Public Sector practice. This senior-level IT leader is expected to provide the vision and strategy to manage the multiple technical disciplines to support large-scale end use compute services.

 

Our Development Program Manager will manage day-to-day administration of overall web and mobile application development support. Ensures coordination of multiple simultaneous application and services development activities, both within a product and across a portfolio of diverse products, accomplished by various vendors in a complex healthcare environment. Selects partners and subcontractors to perform work based on a deep understanding of government needs as well as vendor capabilities. Manages timelines and dependencies throughout an end-to-end lifecycle that includes iterations of human centered design, development of minimally viable products and subsequent versions, automated and manual testing cycles, release management, and sustainment. Has expert knowledge of managing development in Agile framework using CI/CD design practices.

The Development Program Manager is responsible for the day-to-day management of overall web and mobile application development support in a complex healthcare environment for the Department of Veterans Affairs

  • The Development Program Manager manages, directs, training and coordinates the activities of 100+ employees providing technical help desk support to telehealth products and tools
  • Provide day-to-day leadership and guidance on a large-scale, enterprise-wide project
  • Provide management oversight for employees, contractors, and sub-contractors
  • Develop a keen understanding of program goals and requirements and develop a vision to both meet the customer's current needs, and for evolution of the program to meet changing client needs
  • Has expertise in managing development in Agile framework using CI/CD design practices.
  • Strong understanding and adoption of Scaled Agile (SAFe)
  • Ensures coordination of multiple simultaneous application and services development activities, both within a product and across a portfolio of diverse products, accomplished by various vendors in a large complex healthcare environment.
  • Manage timelines and dependencies throughout an end-to-end lifecycle that includes iterations of human centered design, development of minimally viable products and subsequent versions, automated and manual testing cycles, release management, and sustainment
  • Ensure targets for contractual performance metrics/SLAs are met or exceeded, and provide analysis and communication to ensure appropriate focus on critical attention areas
  • Utilize performance metrics to track, manage, and analyze service delivery performance; communicate findings and proposed actions internally and to VA, as appropriate
  • Oversee and drive the execution of system implementation, integration, and maintenance activities across local and/or remote teams in an agile environment
  • Anticipate project challenges and technical risk scenarios and prepare, lead, and execute proactive mitigation strategies to ensure optimal results
  • Identify and execute on opportunities for process improvements 

 

Basic Requirements:

  • A minimum of 10 years’ progressive experience in Application Development Leadership, with experience in Large Development Team Management as well as New Development and Maintenance.
  • Bachelor's Degree required, or an additional 4 years of program management experience.

 

Nice to Haves:

 

  • Prior experience in Mobile Application Architecture/Development; N-Tier Application Architecture/Development; Device Integration; Application Integration; Vendor Coordination; 3rd Party Coordination; Application Lifecycle Management; Human Centered Design; CI/CD; and Agile Development.
  • PMP certification preferred.
