Senior Healthcare Project Manager – Interoperability & Prior Authorization Data Platform

Position Summary

We are seeking a Senior Project Manager to lead the end-to-end implementation of an enterprise Healthcare Interoperability and Prior Authorization Data Platform for a large health plan client.

This role will oversee a complex, cross-functional initiative involving healthcare data exchange, interoperability APIs, electronic prior authorization, regulatory compliance, and modern data platform integration. The ideal candidate combines deep healthcare payer experience with strong technical project management skills and a proven ability to lead Agile teams through large-scale technology and data initiatives.

The Project Manager will work closely with health plan leadership, clinical and utilization management teams, data architects, engineers, and technology stakeholders to translate business requirements into scalable technical solutions.

Key Responsibilities

Project & Delivery Management

• Lead the end-to-end delivery of a large-scale healthcare interoperability and prior authorization data platform.
• Manage project scope, schedule, resources, dependencies, risks, issues, and deliverables using Agile/Scrum methodologies.
• Coordinate multiple cross-functional teams across business, clinical, data, architecture, engineering, and technology functions.
• Establish project milestones, success criteria, delivery metrics, and reporting processes.

Healthcare Interoperability & Regulatory Compliance

• Lead initiatives involving FHIR-based APIs, HL7, and healthcare interoperability standards.
• Ensure solutions align with applicable CMS Interoperability, Patient Access, and Prior Authorization requirements.
• Coordinate business and technical teams to support compliant clinical and administrative data exchange.
• Ensure project activities appropriately address HIPAA, data privacy, security, and healthcare data governance requirements.

Stakeholder & Business Management

• Serve as the primary project liaison between health plan leadership, clinical operations, utilization management, data architecture, engineering, and technology teams.
• Facilitate requirements discussions and translate business needs into actionable technical workstreams.
• Drive alignment on business rules, workflows, data requirements, integration points, and delivery priorities.
• Provide clear executive-level status reporting, including progress, risks, dependencies, issues, and decisions required.

Risk, Dependency & Governance Management

• Identify and proactively manage technical, operational, regulatory, and data-related risks.
• Manage cross-system dependencies and integration challenges across enterprise healthcare platforms.
• Establish and maintain project governance, issue escalation, decision tracking, and change management processes.
• Ensure project execution remains aligned with organizational standards and regulatory requirements.

Metrics & Reporting

• Develop and maintain project dashboards, KPIs, milestones, and delivery metrics.
• Track team performance, resource utilization, project health, and critical-path activities.
• Provide concise and transparent reporting to senior leadership and client stakeholders.

Required Qualifications

• 10+ years of project management experience, with significant experience in the healthcare payer, health plan, or health insurance industry.
• 2+ years of experience leading healthcare technology initiatives involving data platforms, API integrations, EHR systems, interoperability, or healthcare data exchange.
• Hands-on project leadership experience with FHIR, HL7, Da Vinci Implementation Guides, or similar healthcare interoperability standards.
• Proven experience managing large-scale, cross-functional software development, data engineering, or healthcare technology programs.
• Strong experience with Agile/Scrum methodologies and modern software development practices.
• Demonstrated understanding of healthcare data, clinical workflows, and payer technology environments.
• Strong communication, stakeholder management, facilitation, and executive reporting skills.
• Bachelor's degree in Business Administration, Healthcare Administration, Computer Science, Information Technology, or a related field, or equivalent professional experience.

Preferred Qualifications

• PMP, CSM, or similar project management certification.
• Experience with utilization management, electronic prior authorization (ePA), medical authorization, or claims processing.
• Experience working with CMS interoperability and prior authorization regulations.
• Experience with FHIR APIs, HL7, Da Vinci Project guides, REST APIs, or healthcare integration platforms.
• Experience with cloud data platforms such as AWS, Microsoft Azure, or Google Cloud Platform (GCP).
• Familiarity with enterprise data governance, data quality, privacy, and security frameworks.
• Experience delivering healthcare platforms involving multiple internal systems, external partners, providers, or health plan stakeholders.

Pay Transparency

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $111,172-$205,875. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
