We are currently seeking a Senior Integrated Eligibility and Enrollment Consultant to join our team in Montpilier, Vermont (US-VT), United States (US).

We are currently seeking a Senior Integrated Eligibility and Enrollment (IE&E) Managing Consultant to join our Vermont (US-VT) team, United States (US). This position works as part of the NTT DATA project team providing Technical Advisory Services (TAS) for the State of Vermont IE&E and Medicaid Programs. Specifically, this position works under the direction of the NTT DATA Client Partner and Project Manager providing consulting/advisory services and support to the VT IE&E Modernization Project as well as any other IE&E or Medicaid projects, as directed by the Vermont client. Consulting/advisory services and support that are provided as part of this position, include, but are not limited to, the following:

  • Finalization and completion of a broad array of IES procurement tasks (including completing prospective bid reviews and evaluation processes assigned to the NTT DATA project team)
  • Design, development, and implementation (DDI) project initiation, planning, and preparation activities for upcoming IE&E System Modernization work,
  • Implementation of approved project and/or program-level planning activities to support onboarding selected IES vendor(s)
  • Development of a broad array of strategic and/or procurement focused project level deliverables in support of the client’s enterprise level modernization goals and objectives. 

The ideal candidate will possess a comprehensive understanding of enterprise project/program administration, management, procurement, implementation, and maintenance/operations activities that are typical of State-level IE&E / Medicaid enterprise software systems and services.

  • Draft, finalize, and review various procurement-related documents/deliverables in alignment with both client project requirements and company documentation standards, including:
    • Request for Proposals (RFPs), Request for Information RFIs
    • Specification Orders, Task Orders
    • Procurement Evaluation Plans, Proposal Evaluation Scoresheets/Workbooks
    • Informational/bidder reference materials, artifacts, and documents
  • Draft, finalize, and review various project management-related documents/deliverables in alignment with both client project requirements and company documentation standards, including:
    • Project Management Plan and Specific Sub-PMP Plans (e.g., Resource Management Plan, Change Management Plan)
    • Deliverable Expectation Documents / Deliverable Acceptance Documents
    • MS Project Schedule
    • Monthly Status Reports
  • Draft, finalize, review and facilitate various Client requested Meetings and/or Trainings in alignment with both client project requirements and company documentation standards, including:
    • Power Point Presentations
    • Agendas and Meeting Minutes
    • Ancillary Learning Materials (e.g., training manuals, quizzes, videos)
  • Complete detailed reviews of project related materials, artifacts, and/or vendor proposals to provide the client with key considerations, take-aways, suggestions, risk planning, and high-level guidance in accordance with the defined client project and role
  • Collaborate with client project teams in understanding assigned IE&E and Medicaid business needs and requirements in accordance with the defined client project and role
  • Manage Client relationship and expectation management including working daily with key client leadership
  • Provide recommendations to the client on critical business and project decisions
  • Ensure that all project identified processes and methodologies are executed and followed as applicable
  • Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate
  • Participate in project and other stakeholder meetings, as needed
  • Participate in and/or facilitate engagement with Centers for Medicare and Medicaid Services (CMS) State Representative to deepen or further develop a collaborative working relationship
  • Develop and submit reports as needed to the client and NTT DATA leadership (as required)

 

Required Qualifications:

Minimum 8 years work experience including:

  • Minimum 6 years of experience as a business analyst with, consultant to, or project manager for State Health Programs (e.g., IE&E, Medicaid)
  • Minimum 3 years of experience supporting large, complex IE&E/Medicaid/HHS system procurements, modernization, and implementation IE&E/Medicaid projects and/or Medicaid business/systems operations and maintenance
  • Minimum 3 years of experience with elicitation and verification of business requirements
  • Minimum of 3 years APD development, federal grant, or federal funding requests, management, or status reporting experience with a state or federal agency
  • Undergraduate degree or 4 years additional relevant experience

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $89,032 to $130,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
