NTT DATA Services currently seeks a RFP Development Lead to join our team in Ok, Oklahoma (US-OK), United States (US).

 

 

The Electronic Prior Authorization (ePA) Pharmacy request for proposal (RFP) Development Lead will guide state subject matter experts representing the pharmacy program in development of an RFP, and related procurement activities. The candidate will work closely with State Pharmacy SMEs, the State Project Manager, and two team members to identify and document business requirements to be included in the RFP. In addition to developing RFP requirements, the candidate may be required to assist with developing vendor proposal scoring criteria & benchmarks.

 

Responsibilities

  • Develop project workplan/schedule
  • Identify State and NTT DATA State Health Consulting, LLC RFP development team
  • Send out invitation for Visioning/Requirements Sessions
  • Conduct Visioning Sessions w/RFP Development Team
  • Conduct Visioning Recommendation Session w/RFP Development Team
  • Conduct JAR/Visioning Sessions to Review Drafted Requirements
  • Draft Requirements, Solution Prompts & Scoring Criteria
  • Submit Requirements & Solution Prompts for State Review (Cycle 1)
  • Conduct Facilitated Review Sessions for Review Requirements & Solution Prompts (Cycle 1)
  • Finalize Detailed Requirements and Solution Prompts (Cycle 1)
  • Submit Requirements & Solution Prompts for State Review (Start Cycle 2)
  • Conduct Facilitated Review Sessions for Review Requirements & Solution Prompts (Cycle 2)
  • Finalize Detailed Requirements and Solution Prompts (Cycle 2)
  • Final Submittal of Requirements & Solution Prompts (Cycle 2)
  • Draft Scoring Criteria & Benchmarks
  • Revise Scoring Criteria & Benchmarks (Based upon requirement changes)
  • Facilitated Review of Scoring Criteria & Benchmarks
  • Finalize Scoring Criteria & Benchmarks
  • Submit Scoring Criteria & Benchmarks to State
  • Perform Administrative and QA Review
  • Gain State Approval
  • Undertake any additional duties as they are assigned

 

Minimum Qualifications

• Five years of Medicaid experience in the Pharmacy functional area
• Three years of experience working on procurement activities including:
o Facilitating requirements and review sessions
o Drafting scoring criteria & benchmarks
o Drafting RFPs
• Experience creating project schedules with applicable dependencies
• Leadership skills to lead teams to successful outcomes
• Strong written and verbal communication skills

Preferred Qualifications (soft skills, preferred, nice to have)

Experience in business and/or technical analysis
Ability to work independently and manage work of self and others to a defined schedule
Ability to deal with ambiguity and change
Ability to assess potential problems and make sound judgments around issues that may have an adverse effect on the business
Experience conducting meetings, interviews and making presentations
Strong problem-solving and customer service skills
Team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
Ability to apply industry best practices and future state/federal mandates to system requirements
Excels at using quantitative data to drive recommendations and decisions
