We are currently seeking a Advisory Services Training and Outreach Lead to join our team in San Juan, Puerto Rico (US-PR), United States (US).

Overview of job:

The Business Process SME is a critical expert within the PRMP Process Reengineering initiative, providing specialized guidance in the assessment, analysis, and redesign of business processes to drive operational transformation. This role is central to evaluating current workflows, identifying inefficiencies and compliance risks, and proposing actionable future-state recommendations that align with agency objectives and regulatory requirements. By collaborating closely with leadership, technical teams, and stakeholders, the Business Process SME ensures that process improvements are not only compliant and efficient, but also effectively adopted and sustained across the organization, supporting the long-term success of the reengineering effort.

 

Job Responsibilities Include:

  • Current-State Analysis: Lead the analysis of PRMP’s current business processes, identifying inefficiencies, gaps, redundancies, and compliance risks.
  • Future-State Recommendations: Propose actionable recommendations for future-state processes that improve program efficiency, service delivery, and regulatory compliance.
  • Collaboration: Work closely with PRMP leadership, operational teams, technical teams, and other key stakeholders to ensure all process reengineering efforts align with the agency’s mission, objectives, and applicable CMS guidelines.
  • Stakeholder Engagement: Facilitate stakeholder sessions to validate process improvements and secure alignment on recommended changes.
  • Transition Planning: Support the development of transition plans, change management strategies, and performance metrics for sustainable process adoption.

Basic Qualifications:

  • Minimum of five (5) years of experience in business process analysis and reengineering, including substantial experience in healthcare, Medicaid, or other government health programs.
  • Minimum of two (2) years of experience leading process transformation initiatives for public sector clients, with a strong emphasis on regulatory compliance and operational efficiency.
  • Minimum of two (2) years of experience in Medicaid eligibility processes, including policy, determinations, and enrollment.
  • Minimum of two (2) years of experience in business process modeling tools (e.g., Visio, Bizagi, ARIS).
  • Bachelor’s degree or a minimum of four (4) years of related experience.

Preferred Skills:

  • Fluency in Puerto Rican Spanish, including the ability to read, write, and communicate clearly and accurately. Proficiency should reflect a strong understanding of regional linguistic and cultural nuances relevant to the Puerto Rican population.
  • Working knowledge of Puerto Rico’s healthcare and regulatory landscape, or similar environments, preferred.
  • Experience working in or with public sector agencies or complex, multi-stakeholder environments is highly desirable.
  • Knowledge of industry-recognized BPR methodologies, frameworks, and best practices, including Lean, Six Sigma, or equivalent process improvement approaches.
  • Prefer on island in Puerto Rico.
  • Strong problem-solving, teamwork and customer service skills.
