We are currently seeking a Regulatory Compliance & Policy Lead to join our team in San Juan, Puerto Rico (US-PR), United States (US).
Overview of job:
The Regulatory Compliance & Policy Lead (SME) is a central authority within the PRMP Process Reengineering initiative, responsible for ensuring that all process redesign efforts are fully aligned with applicable legal, regulatory, and internal policy requirements. This role is instrumental in guiding the organization through complex compliance landscapes, conducting policy gap analyses, and developing actionable documentation and controls that support both operational transformation and regulatory integrity. By collaborating across functional teams and embedding compliance and privacy risk awareness into change management and training activities, the Regulatory Compliance & Policy Lead enables the consistent, sustainable adoption of new processes and safeguards the organization’s long-term compliance posture throughout the transformation lifecycle.
Job Responsibilities Include:
- Regulatory Subject Matter Expertise: Act as the subject matter expert for all regulatory compliance and privacy-related considerations during the reengineering of PRMP’s processes.
- Policy Gap Analysis: Lead the analysis of gaps between current-state and desired future-state, ensuring full compliance with applicable laws and regulations.
- Documentation and Controls: Develop and maintain clear and actionable policy documentation, compliance checklists, and decision frameworks in support of reengineered processes.
- Change Management Support: Support change management efforts by embedding compliance and privacy risk awareness into stakeholder communications, training materials, and implementation plans.
- Monitoring and Adjustment: Monitor regulatory developments and adjust recommendations and controls as necessary to maintain compliance throughout the project.
Basic Qualifications:
- Minimum five (5) years of experience in regulatory compliance, policy development, and privacy management, preferably within healthcare, government, or highly regulated industries.
- Proven experience leading or advising on compliance and policy alignment in business process reengineering, transformation, or large-scale operational change initiatives.
- Minimum five (5) years of working knowledge of HIPAA Privacy and Security Rules, Health Information Technology for Economic and Clinical Health (HITECH) Act, and other applicable federal and state privacy regulations.
- Minimum of two (2) years of experience in Medicaid eligibility processes, including policy, determinations, and enrollment.
- Bachelor’s degree or a minimum of four (4) years of related experience.
- Minimum of two (2) years of experience with process mapping, gap assessments, and control remediation within reengineering or digital transformation projects.
Preferred Skills:
- Fluency in Puerto Rican Spanish, including the ability to read, write, and communicate clearly and accurately. Proficiency should reflect a strong understanding of regional linguistic and cultural nuances relevant to the Puerto Rican population.
- Demonstrated ability to work collaboratively across functional teams including IT, Legal, Operations, and Executive Leadership.
- Experience working in or with public sector agencies or complex, multi-stakeholder environments is highly desirable.
- Knowledge of industry-recognized BPR methodologies, frameworks, and best practices, including Lean, Six Sigma, or equivalent process improvement approaches.
- Prefer on island in Puerto Rico.
- Strong problem-solving, teamwork and customer service skills.
