We are currently seeking a Program Manager- US citizen to join our team in Springfield, Virginia (US-VA), United States (US).
Job Summary:
We are seeking an experienced Program Manager to lead a large, complex enterprise IT operations, modernization, cybersecurity, and end-user support program supporting a goverment agency. This individual will serve as the primary point of contact for agency leadership and key government stakeholders, providing strategic oversight, operational direction, and disciplined program governance across multiple task areas supporting, field sites, training centers, and international locations.
The Program Manager will be responsible for ensuring high-quality performance, schedule adherence, cost and resource control, risk mitigation, workforce coordination, and continuous improvement across all aspects of program execution. This role requires a strong blend of executive communication, program delivery leadership, and experience managing large-scale federal IT service environments.
Job Duties:
• Serve as the primary point of contact for agency leadership, Contracting Officer Representatives (CORs), and other government stakeholders for program execution, communication, and escalation
• Provide overall leadership and management across all contract task areas, including infrastructure operations, service desk, field support, cybersecurity, cloud services, engineering, and transition activities
• Oversee cost, schedule, technical performance, staffing, subcontractor coordination, and resource planning to ensure successful program delivery
• Lead program governance activities, including status meetings, executive briefings, operational reviews, milestone tracking, dashboards, and performance reporting
• Ensure compliance with contractual requirements, DHS policies, security requirements, reporting obligations, accessibility standards, and enterprise governance expectations
• Develop and maintain program-level documentation, including staffing plans, quality management approaches, risk registers, reporting mechanisms, and operational governance artifacts
• Coordinate schedules, delivery priorities, and interdependencies across technical teams, subcontractors, and supporting organizations
• Identify risks, issues, and dependencies and implement mitigation and corrective action strategies to maintain program performance
• Oversee transition-in, steady-state operations, and transition-out planning to ensure continuity of mission support and effective knowledge transfer
• Manage and supervise a geographically dispersed workforce and subcontractor team across multiple labor categories and skill sets
• Drive service delivery improvement, operational efficiency, and modernization efforts aligned with agency mission priorities and enterprise IT objectives
• Maintain close collaboration with agency stakeholders and internal delivery teams to ensure seamless service delivery and strong customer satisfaction
Basic Qualifications:
• Bachelor’s degree in a related field, equivalent experience may be substituted.
• Minimum 10 years of Program Management experience supporting large, complex IT programs or federal contracts
• Must be a US Citizen with an Active Secret Security Clearance
• PMP certification
Preferred Qualifications:
• Master’s degree in Information Technology, Computer Science, Information Systems, Management, or a related field
• ITIL Foundation or higher / ITIL 4 Foundation certification
• PMP or other comparable program or project management certification
• Experience managing large, multi-year federal IT services contracts or enterprise managed services programs
• Experience in high-visibility, mission-critical, or geographically distributed operational environments
• Familiarity with enterprise architecture, cloud modernization, infrastructure operations, and cybersecurity service delivery
• Experience leading service transition, workforce scaling, and operational continuity efforts
• Strong executive briefing, customer engagement, and organizational leadership skills
• Demonstrated success driving process improvement, operational efficiencies, and service quality enhancements
• Experience leading enterprise IT service delivery across infrastructure, cloud, cybersecurity, and end-user support
• Proven ability to manage cross-functional teams, subcontractors, and multiple workstreams
• Experience with reporting, KPI/SLA management, risk, and quality oversight
• Strong executive communication and stakeholder management skills
• Ability to obtain and maintain the required U.S. Government security clearance
