NTT DATA Services currently seeks a Submarine Program Financial Management Analyst to join our team in Washington, District of Columbia (US-DC), United States (US).



Our team helps execute our cleints' most critical business system - the planning, programming, budgeting, and execution of funding requirements and allocation of resources. The Submarine Program Financial Analyst reports to the Assistant Program Manager for Finance under the Acquisition/Business Director, and performs the following duties:

  • Planning, Programming, Budgeting and Execution (PPBE) for a Major Defense Acquisition Program (MDAP).

  • Develop and coordinate budget exhibits and perform financial execution and tracking.

  • Develop briefs and reports for senior leadership for Program Objective Memorandum (POM) Issues and Quarterly Execution Review (QER) analysis.

  • Participate in Plan of Action and Milestones (POA&M) and Business Process Review (BPR) for major functions.

  • Support the program’s transition from R&D to Construction funding by developing out-year funding plans and tracking reports.

  • Act as liaison with the cost estimating team and finance to bridge any gaps and provide a fluid flow of information between the two groups.

  • Provide ongoing analysis for various technical functions to track trends such as spending execution analysis on the program.


    Interact with the Technical Staff in preparation of program requirements to include Task Planning Sheet (TPS).


  • Bachelor's Degree Preferred (Business, Finance, Economics, etc.)


  • Requires 6-8 Years Experience in Financial Management (5 Years Navy Specific) with a Degree; or
  • Sufficient Combination of Education, Experience, Knowledge, Skills, and Abilities to Perform Assigned Duties

Specific Skills

  • 5+ Years Experience with Ship Construction Navy (SCN) Budget Preparation and Execution
  • 5+ Years Experience in Support of Naval Personnel

Desired Skills

  • Demonstrated Effective Written and Spoken Communication Skills
  • Ability to Perform Discreet Tasks with a High Level of Attention to Detail
  • Ability to Accept Constructive Input and Implement Continuous Process Improvements
  • Program Management Office (PMO) or Customer Support Experience Preferred
